The Global Threat Assessment 2025, launched by WeProtect Global Alliance, is a comprehensive synthesis of globally available data, expert analysis, youth and survivor perspectives and case studies from organisations working on the frontline of tackling technology-facilitated sexual abuse.  The report finds that global safeguards to protect children from online sexual exploitation and abuse are failing to keep pace with the rapidly evolving crisis, and that despite growing international momentum, new legislation, and improved detection and removal of harmful content, technological and societal shifts since the 2023 Global Threat Assessment have only heightened the risks children face online. In addition, it includes a Prevention Framework, designed to be used alongside existing tools such as WeProtect Global Alliance’s Model National Response.

This report was researched and written by Ling San Lau, Yana Mayevskaya, Sabrina Hermosilla, Cécile Fanton d’Andon, and Matthew Ware, with additional contributions from Claire Cunningham, Hannah Thompson, Cassie Landers, Hanna-Tina Fischer, Jonathan Huynh, and Lisberma Peralta Aquino with contributions from an Expert Steering Committee.
